The
poor outdoor air
quality of Hong
Kong and its
negative impacts
have received
significant
publicity over the
last decade.
As such,
the Government has
established
desired air
quality objectives
throughout the
territory, which
it seeks to
achieve through
the requirements
stipulated under
the Air Pollution
Control Ordinance
and the creation
of subsidiary
legislation.
Air modeling of outdoor air quality
is one of the
environmental
services provided
by MCL. It is a fundamental tool used for analyzing and predicting
the impacts a
specified process
or project may
have on the
surrounding air
quality and
sensitive
receivers.
MCL is able
to provide advice
on the latest
governmental
requirements and
make
recommendations on
how these can best
be met.
MCL is experienced in environmental monitoring and management. For
specified
processes such as
concrete batching
plants, we can
provide a
comprehensive
package of
services to assist
our client in
obtaining the
license promptly,
and in a
cost-effective
manner. Our
approach is
developed in
accordance with
the current
legislation
requirements and
is detailed below.
Identification of Emission Points
The
identification of
emission points is
a key factor to
accurately
estimate the level
of pollution.
MCL would
conduct
walkthrough,
desktop study and
measurement survey
to locate the
emission points
and determine
their emission
rates.
This
information is
then used as input
data for air
dispersion
modeling.
Air Dispersion Modeling
Based
on the emission
rates, MCL would
simulate the
dispersion of air
pollutants arising
from the specified
process for
different weather
conditions and
plant
orientations.
This is
achieved by using
a computer model
application that
has been approved
by the
Environmental
Protection
Department. By
utilizing such
applications the
most appropriate
plant orientation
can be determined.
Preparation of Air Pollution Control
Plan
MCL
would prepare a
tailor-made Air
Pollution Control
Plan based on the
results of air
dispersion
modeling and the
type of production
process. It would
detail the
mitigation
measures necessary
to ensure
compliance with
the relevant
government
requirements.
Assistance in
applying for a
specified process
license can also
be provided by MCL.
Post-monitoring and Commissioning
Audit
MCL would conduct a
post-monitoring
and commissioning
audit to assess
the effectiveness
of the proposed
mitigation
measures, and
verify that
compliance of the
specified process
license has been
achieved. |
