Environmental Impact Assessment Services

Under the Environmental Impact Assessment Ordinance (EIAO) any projects that are listed in Schedules 2 and 3 are considered ‘designated’ projects.  As such the project proponent is required to obtain an Environmental Permit from the Director of the Environmental Protection Department (EPD) before any operation or construction of a designated project can begin.

A project proponent can apply for a permit directly if the conditions in the specified sections of the EIAO have been satisfied.  If not, an EIA must be undertaken and approved by the Director of EPD before a permit will be issued.

The EIA process and application for permits can be both complex and time consuming.  A detailed knowledge of the relevant planning and environmental legislation is necessary to understand and ensure the requirements stipulated in the EIAO are met.  MCL can provide a range of services to guide the proponent throughout parts of or the complete EIA process.

Our scope of services is to:

  1. Assist the project proponent in understanding the EIA process.
  2. Identify whether a project is a designated project.
  3. Prepare the application and project profile for submission to EPD.
  4. Interpret the EIA Study Brief issued.
  5. Perform the EIA Study.
  6. Assist the project proponent in complying with the conditions of the Environmental Permit.
For non-designated projects, a Preliminary Environmental Review (PER) is often required to assess the potential impacts a project may have during its construction and operational phases.  MCL can provide the expertise to assist in identifying the environmental issues at hand, the environmental criteria/legislation to be complied with, and the type of mitigation measures to be employed.   MCL is also qualified to carry out environmental audits and monitoring to ensure the mitigation measures in place are operating successfully.
